The item available here is a new old stock Wilkerson pneumatic pressure regulator
.  This comes as shown in the original packaging with the plug, gauge, and paperwork.  There are three of these initially available (see last 2 pictures) and they are being sold individually. *ONLY ONE LEFT*
This item has not been tested and comes with a 30 day return policy from the date the item was shipped, EXCEPT INTERNATIONAL SHIPPING.  Postage is not covered.
